Taxiway Extension at the Greater Cincinnati/Northern Kentucky International Airport

This project consisted of extending Taxiway “M” approximately 3,700 LF feet west with airfield lighting, marking, utility relocation and drainage improvements associated with the taxiway. Connecting Taxiways, “M6”, “M7”, and “C” was constructed and Taxiway “M” and “M4” was realigned and widened respectively. Also, approximately 2,000 LF of the existing service road was relocated. This work had to be completed in five phases.

The main challenge faced on this project was, the time allotted to complete taxiway connectors; phase 2, 3, and 4. These phases had to be completed in 24 days, 10 days and 15 days respectively. There were such tight time restraints on these phases because the adjacent runway would have to be closed in order to construct the connectors. The contractor overcame these obstacles with the assistance of the ACPA in proposing an equivalent pavement section and gave the owner a $10,000.00 credit. The pavement section per plan was; 18” PCC Pavement, 6” Econocrete, and 6” Stone base and the proposed pavement section was 20” PCC Pavement on 8” of stone base. Utilizing the contractor's proposed pavement section, scheduling tactics and innovative equipment usage  the contractor reduced the total 49 days of runway closure allotted  to only 27 days and received a $70,000.00 bonus for early completion.

In summary by utilizing a value engineering proposal, the owner received a $10,000.00 credit, the runway opened 22 days ahead of schedule, and The Harper Company received a $70,000.00 bonus for early completion.
